POSITION SUMMARY

Reporting to the VP, People, Performance and Culture, this role develops, leads and measures the effectiveness of a comprehensive Talent Management Strategy for PRPA to ensure that Talent Programs and Strategies, including Strategic Workforce Planning, Talent Acquisition, Leadership and Employee Development, Performance Management, Succession Planning, Organizational Design, Change Management, and Learning & Competency Development are aligned to PRPA’s values-driven culture and deliver on PRPA’s strategic business objectives.

MAJOR POSITION ACCOUNTABILITIES

Operations:

  • Oversees the development and implementation of a comprehensive Talent Management Strategy.
  • Provides professional expertise to design and manage talent programs, processes, and systems required to achieve business goals and results.
  • Collaborates with business partners and leaders to design and implement Talent Management Plans, including succession plans, leadership and individual development planning, short and long-term strategic org design, recruiting goals/objectives, and team effectiveness strategies.
  • Develops internal talent acquisition communication strategies, including creating recruiting material, talking points, and change management plans aligned with our talent brand story and standards.
  • Close interaction and communication with various stakeholders (group/ regional/ local HR and business representatives) to understand Talent Management needs and translate these into requirements and actionable solutions.
  • Develops, manages, and maintains the Talent framework, cycles and supporting guidelines for Talent Management.
  • Compiles, monitors, and reports relevant data related to Regional Talent Management and delivers formal presentations on a variety of Talent Management topics.
  • Purposefully builds positive working relationships internally at all levels as well as alliances and partnerships externally by fostering trust, collaboration, and teamwork; demonstrates sensitivity and openness to others’ views; uses emotional intelligence to adapt interpersonal style to relate well to others. 
  • Implements the Talent Framework for talent reviews and succession planning at the corporate level for Group Functions.
  • Supports the identification, management, and development of successors for the organization.
  • Monitors talent management best practices in the market and proactively develops innovative HR solutions.
  • Establishes HR development plans (training, mentoring, coaching, knowledge transfer, etc.) based on workforce diagnoses and plans.
  • Participates in the annual business/budget review and completes the departmental budget, monitoring the budget to ensure it is achieved.
  • Monitors process and Talent project quality and take corrective action to ensure projects comply with standards.
  • Conducts statistical analyses to help identify data-driven solutions and the impact of solutions on the business – analyzes selection process results while benchmarking with industry trends.
  • Measures the effectiveness of Talent Development programs, systems, tools, and procedures by establishing operational standards and supports the standardization of talent management metrics across the organization to improve client experience and efficiency.
  • Perform other related duties as required.

Leadership:

  • Develops team members, builds engagement, elevates, and manages staff performance through regular one-on-one meetings and performance by leveraging constructive feedback, accurate assessment of individual capabilities, coaching, and development opportunities to improve others. 
  • Provides direction to the HR team on the Talent vision and strategy and its alignment to PRPA’s corporate values and strategic plan.
  • Monitors policies relating to personnel actions, training, and professional development programs. 
  • Manages teamwork and time off to ensure business continuity while providing PRPA with a high level of service. 

JOB SPECIFICATIONS

Formal Education:

  • Bachelor’s degree in Human Resources, Organizational Development, or other related field required.
  • CHRP professional accreditation is an asset.

Related Experience:

  • Generally, requires 5-7 years of related experience, with a minimum of five (5) years of demonstrated Strategic Workforce Management, Employee & Leadership Development, Talent Management processes, Talent Development, designing a Talent framework, and implementing Talent Programs.
  • Proven project, analytical and problem-solving skills, and ability to manage multiple tasks simultaneously to successful completion in a fast-paced environment.
  • Communicate clearly and succinctly, both verbally and in writing to exchange information and seek out specific information from others.
  • Proven ability to communicate complex results and implications incorporates different perspectives into deliverables.
  • Proven ability to tailor the style to audience and level of communication.
  • Strategic and visionary mindset, self-driven with strong initiative.
  • Thrives in high-paced entrepreneurial environment.
  • Autonomous contributor who is both a self-starter and can work independently with minimal supervision.
  • Ability to assess skills and behaviour and deliver feedback and recommendations. 
  • Experience with HR information systems and data analysis, including learning management systems.
  • Proven high-level training delivery, consulting, and classroom facilitation skills.
  • Experience creating and facilitating learning and development programs using adult learning theories and experiential learning concepts.
  • Ability to motivate, coach and build relationships at all levels of the organization.
  • Excellent team collaboration and the ability to establish positive working relationships across the organization.
  • Excellent ability to manage and influence change.

Other Requirements:

  • Proficient in MS Office, especially Microsoft Word, Excel, and PowerPoint.
  • Provide proof of full vaccination against COVID-19 with a vaccine approved by Health Canada.
  • Able to obtain security clearance under Transport Canada’s Security Clearance Program.
  • Possess valid Class 5 Driver’s Licence.

The starting base salary range for this role is $125,450 – $146,357

This position is a 12-month contract
