Senior Project Development Specialist

POSITION SUMMARY

Reporting to the Director, Project Services, the Senior Project Development Specialist is primarily accountable for assisting Port tenants, industrial partners and other project proponents in regards to projects within Port lands and waters, while ensuring that these projects align with the Ports interests and strategic direction.

To that end, the Senior Project Development Specialist will liaise with these parties and assist them with their project development and execution, helping them identify obstacles and constraints and assist proponents with addressing them.

The Senior Project Development Specialist will also review proponent’s project plans to ensure they do not conflict with the Port’s land use plans and other commercial and/or strategic interests. Collaborating with the Port’s regulatory team, the Senior Project Development Specialist will assist proponents with understanding the Port’s regulatory requirements and help them incorporate those regulatory requirements into their project plans. The Senior Project Development Specialist will also be required to lead the development and execution of Port lead projects, either in service of supporting external projects or alternatively other Port initiatives

MAJOR POSITION ACCOUNTABILITIES

  • Manages the planning and implementation of projects.
  • Develops project specific plans, reviews plans proposed by external proponents on Port property and recommends the approval, rejection or modification of such plans.
  • Uses their expertise, knowledge and in-house experience to facilitate an effective and sound definition of project scopes, goals and deliverables.
  • Liaises with, and involves tenants and stakeholders, including Indigenous Communities in the development of project scopes, goals and deliverables.
  • Coordinate internal resources (including both not limited to engineering, operations and asset management) to conduct said reviews of external project plans.
  • Prepares scopes of work, tender documents as well as draft board submissions. Assists with contracts and contract negotiations.
  • Participates in the tendering process including evaluation of bidders’ technical qualifications as well as the awarding of work to the winning bidder.
  • Manages internal and external project staff, including consultants and sub-contractors as well as project resources allocations.
  • Manages projects budgets and corresponding change orders.
  • Plans and schedules project timelines as well as prepares reports defining project progress, problems, and solutions.
  • Tracks project deliverables using appropriate tools, including internal project stage-gating documentation.
  • Leads project evaluations and validations of results against design specifications and suggests corrections.
  • Leads final acceptance of projects.
  • Ensures that all technical information relating to new installed and acquired assets is entered into the preventive maintenance software following PRPA’s protocol (i.e. manufacturer, capital cost, specifications, preventive maintenance schedule etc.).
  • Ensures that safe work practices are being followed during the implementation of projects.

JOB SPECIFICATIONS

Education and experience

  • University Degree in relevant engineering discipline.
  • Professional Engineer (P.Eng.), Engineer in Training (EIT) or engineer eligible for registration with Engineers and Geoscientists BC.
  • Technologists with suitable experience would also be considered.
  • 5 to 7 years’ related experience in industry.

The starting base salary range for this role is $120,625-$150,781

Software Support Specialist

POSITION SUMMARY

The Software Support Specialist reports to the Director, Digital Business and is responsible for providing education, awareness, training, and documentation for PRPA’s software offerings, which include the suite of Microsoft 365 products. The Specialist is also responsible for the ongoing operational maintenance and support of PRPA’s software assets.

MAJOR POSITION ACCOUNTABILITIES

  • Administers PRPA’s Microsoft 365 environment, ensuring a compliant and secure configuration baseline.
  • Regularly assesses the Microsoft product roadmap to provide recommendations and plans for implementing new functionality and features.
  • Assess new software applications, features, and functionality to ensure alignment with PRPA’s software strategy.
  • Coordinates the testing and training of new features and functionality.
  • Creates training materials, including documentation and short videos, to support PRPA’s enterprise software.
  • Provides individual and group training, which can be conducted in person or virtually. 
  • Provides ongoing support for PRPA’s software assets.
  • Provides continued education and awareness of PRPA’s software assets for new and existing staff.
  • Document the configuration, including changes and updates to applications and the impact on the business process.
  • Completes annual reviews and audits of software assets and licenses, ensuring compliance with IT policies and procedures.
  • Follows ITIL Change Management framework when implementing changes to PRPA’s software assets.
  • Completes assignments on behalf of the Enterprise Applications Administrator and others, as required.

JOB SPECIFICATIONS

Formal Education

• Degree from a College or University, specifically with a Technology background or a Diploma in Technology or related experience.

• Relevant certifications from organizations such as ITIL, Microsoft, ISC2, Esri

Related Experience

• Minimum 3 years of related experience supporting Microsoft 365 applications and administering Azure enterprise application integrations. 

Other Requirements

• Excellent interpersonal and communication skills (both verbal and written).

• Good understanding of cyber security relating to cloud software configuration.

• Good knowledge of data privacy practices.

• Strong ability to organize and present data in support of decision-making.

• Knowledge of the Esri ArcGIS Enterprise platform is an asset.

Data Integration Administrator

POSITION SUMMARY

Reporting to the Manager, Digital Business, the Data Integrations Administrator leads in supporting integrations between software platforms, programs, and applications. This includes the conception, design, development and ongoing support of interfaces and integration architectures.

MAJOR POSITION ACCOUNTABILITIES

  • Develop and ongoing support for data integration applications.
  • Develop and ongoing support for in-house web applications.
  • Ensures that best practices are followed for all in-house development.
  • Ensures data quality, timeliness, context, and volume is appropriate to the business need to ensure value can be provided.
  • Responsible for optimizing existing data integrations and applications to continually improve performance.
  • Works with business users to convert operational specifications into technical designs and documentation.
  • Follows ITIL Change Management framework when implementing changes.
  • Leads the Data Analytics Coordinators in developing and supporting data integration projects and applications.
  • Supervises the Data Analytics Coordinators and promotes their development through performance management.

Environmental Engagement Associate

Reporting to the Manager, Environmental Review & Compliance, the Environmental Engagement Associate is responsible for administering external engagement activities supporting the overall PRPA Sustainability Program.  Primary activities include liaising with Stewardship Departments of Indigenous Nations, maintaining Indigenous Consultation tracking logs, fulfilling public reporting requirements in support of environmental assessments, and supporting environmental reviews.

The position will also provide ongoing administrative support for Sustainability program staff related to progress reporting, management reports, correspondence, etc. 

MAJOR POSITION ACCOUNTABILITIES:

  • Liaise with stewardship representatives of Indigenous groups to respond to information requests, maintain shared engagement reports, and coordinate environmental review referrals.
  • Maintain Indigenous consultation tracking logs and consultation records. 
  • Support the planning and completion of environmental reviews of projects proposed on PRPA lands.
  • Facilitate environmental data sharing with Port partners and Indigenous communities through various project and sustainability program committees  
  • Administer the posting of public engagement opportunities for Port projects on the Impact Assessment Agency public registry system
  • Maintain and track public comments through environmental review processes
  • Provide ongoing administrative support regarding the preparation and distribution of formal correspondence, reports, scheduling, organizing meetings and document management.
  • Performs other duties as directed by the Manager, Environmental Review & Compliance.

The starting base salary range for this role is $74,091 – $92,614
