POSITION SUMMARY

Reporting to the Director, Project Services, the Senior Project Development Specialist is primarily accountable for assisting Port tenants, industrial partners and other project proponents in regards to projects within Port lands and waters, while ensuring that these projects align with the Ports interests and strategic direction.

To that end, the Senior Project Development Specialist will liaise with these parties and assist them with their project development and execution, helping them identify obstacles and constraints and assist proponents with addressing them.

The Senior Project Development Specialist will also review proponent’s project plans to ensure they do not conflict with the Port’s land use plans and other commercial and/or strategic interests. Collaborating with the Port’s regulatory team, the Senior Project Development Specialist will assist proponents with understanding the Port’s regulatory requirements and help them incorporate those regulatory requirements into their project plans. The Senior Project Development Specialist will also be required to lead the development and execution of Port lead projects, either in service of supporting external projects or alternatively other Port initiatives

MAJOR POSITION ACCOUNTABILITIES

  • Manages the planning and implementation of projects.
  • Develops project specific plans, reviews plans proposed by external proponents on Port property and recommends the approval, rejection or modification of such plans.
  • Uses their expertise, knowledge and in-house experience to facilitate an effective and sound definition of project scopes, goals and deliverables.
  • Liaises with, and involves tenants and stakeholders, including Indigenous Communities in the development of project scopes, goals and deliverables.
  • Coordinate internal resources (including both not limited to engineering, operations and asset management) to conduct said reviews of external project plans.
  • Prepares scopes of work, tender documents as well as draft board submissions. Assists with contracts and contract negotiations.
  • Participates in the tendering process including evaluation of bidders’ technical qualifications as well as the awarding of work to the winning bidder.
  • Manages internal and external project staff, including consultants and sub-contractors as well as project resources allocations.
  • Manages projects budgets and corresponding change orders.
  • Plans and schedules project timelines as well as prepares reports defining project progress, problems, and solutions.
  • Tracks project deliverables using appropriate tools, including internal project stage-gating documentation.
  • Leads project evaluations and validations of results against design specifications and suggests corrections.
  • Leads final acceptance of projects.
  • Ensures that all technical information relating to new installed and acquired assets is entered into the preventive maintenance software following PRPA’s protocol (i.e. manufacturer, capital cost, specifications, preventive maintenance schedule etc.).
  • Ensures that safe work practices are being followed during the implementation of projects.

JOB SPECIFICATIONS

Education and experience

  • University Degree in relevant engineering discipline.
  • Professional Engineer (P.Eng.), Engineer in Training (EIT) or engineer eligible for registration with Engineers and Geoscientists BC.
  • Technologists with suitable experience would also be considered.
  • 5 to 7 years’ related experience in industry.

  • Demonstrated ability to manage multiple projects concurrently and to effectively handle changing priorities.
  • Proficient in MS Office, Microsoft Projects, Excel and PowerPoint.
  • Strategic and visionary thinker. Demonstrates commitment to the Port’s Vision.
  • Possess valid Class 5 BC Driver’s License.
  • Able to obtain security clearance under Transport Canada’s Security Clearance Program.

The starting base salary range for this role is $120,625-$150,781
