Human Resources Business Partner


THE OPPORTUNITY

Reporting to the Manager, Human Resources Operations & Services, the Human Resources Business Partner assists the Manager, Human Resources Operations & Services in developing, deploying, and administering key corporate HR initiatives and policies and programs which are aligned with, and supports the achievement of the Port’s strategic objectives.

In particular, the incumbent provides support in the design and delivery of best practices and HR solutions pertaining to Employee Relations, HR Policy, Procedures and Processes, HR Cycles, including Workforce Planning, Performance Management, Succession planning, Compensation & Benefits and HRIS.

MAJOR POSITION ACCOUNTABILITIES

  • Bridge between management and employee relations by addressing demands or other issues.
  • Provides strategic advice, guidance, and solutions to senior and organizational leaders on complex human resources initiatives and issues that have long-term impacts.
  • Partners with clients, as a strategic stakeholder, to guide through change management initiatives by defining strategy, process, and support tools to address needs such: as organizational structures and design reviews, change management, conflict resolution, workforce planning, resourcing strategies, annual performance management, progressive performance management, succession planning, business continuity activities and special projects.
  • Helps to establish guidelines and principles pertaining to strategy, planning, communication and reflection as to the effectiveness of change and its implementation.
  • Uses data analytics to anticipate and solve business challenges today and into the future to inform strategy moving forward and identifies competing interests and possible risks.
  • Provides leadership and guidance to organizational leaders through organizational design initiatives.
  • Proactively collaborates with supervisors/managers to minimize employee relations concerns, work performance issues, and complaints and assist with progressive performance management.
  • Identifies key stakeholders, supports the development of a communication strategy, identifies potential impacts and/or risks, and develops mitigation strategies.
  • Actively builds strong working relationships and trusted partnerships within and across all stakeholder groups by building and maintaining a solid working knowledge of the business environment and trends and leveraging that understanding to provide practical solutions, coaching, advice, and support.
  • Collaborates with Talent Management on an ongoing basis and supports these teams in the evolution of HR programs, policies, and practices across PRPA.
  • Interfaces with employees at all levels in the organization with the understanding HR is an internal service provider and must maintain superior customer service to employees and managers.
  • Works closely with the Health and Safety Business Partner to support all aspects of Employee Wellness, including the support of a comprehensive mental health framework.
  • Supports current and future business needs through the development, engagement, motivation, and preservation of human capital.
  • Attends interdepartmental meetings with other managers as required.
  • Executes exit interviews.
  • Educates employees on policies and procedures based on employee and company needs and assists in developing PRPA ‘s HR policies and procedures to align with PRPA’s purpose and values.
  • Assists Managers in the administration of PRPA’s policies and procedures.
  • Understands and provides employees with guidance on compensation and benefits.
  • Perform other related duties as required.

JOB SPECIFICATIONS

Formal Education

  • Preferably a University Degree, majoring in Business or Human Resources Management.
  • Valid Chartered Professional in Human Resources (CPHR) professional accreditation is an asset.

Related Experience

  • Three (3) to five (5) years’ experience in a HR generalist capacity.
  • In-depth experience with HRIS software

The starting base salary range for this role is $86,755 – $101,213

POSITION SUMMARY 

The Business Analyst plays a key role in delivering business intelligence to internal and external users. The Business Analyst is required to undertake research collaboratively with both internal and external parties to support the development of proactive, credible and actionable insights, options and recommendations to management and supply chain partners.   

MAJOR POSITION ACCOUNTABILITIES 

  • Monitors and reports changes in the macroeconomic and business environment that have the potential to create business opportunities or risks for the organization, its terminals as well as its supply chain partners.
  • Performs market research and analytical support in identifying new cargo opportunities.
  • Assists with the investigation of changes to trade patterns, industry dynamics and supply chain configurations that could impact existing and potential terminal operators and service providers.
  • Coordinates the research and preparation of a collaboratively developed, multi-case cargo volume forecast for the Port, informed by input from supply chain partners and internal users.
  • Performs research and analysis activities in support of strategic planning process and the development of the Port’s 5-year Business Plan, including review of the business environment, opportunity identification and assessment, development of SWOT analysis, volumes forecasting, and tracking of progress towards reaching the organizational goals and objectives.
  • Assesses business competitiveness by measuring, monitoring and benchmarking gateway performance and market share against competing ports, terminals and services providers at other gateways.
  • Coordinates the timely and accurate fulfilment of decision support reporting along with data and statistics reporting enquiries from internal and external stakeholders.
  • In conjunction with IT, enhances reporting for all PRPA departments requiring business intelligence with respect to port volumes, markets, shippers and cargo performance.
  • Represents the Port at various meetings, conferences, seminars and other functions as prioritized and in consultation with the Director, Business Development, and provides Port management with a record of the proceedings. Builds and fosters effective working relationships with key external agencies such as Transport Canada.

WORKING CONDITIONS 

  • Works predominantly in an office environment.
  • Regular, full-time position (37.5 hours per week).
  • Regular working hours are Mondays to Fridays, 8:00 AM to 4:30 PM with 1-hour unpaid lunch break.

Operations:

  • Oversees the development and implementation of a comprehensive Talent Management Strategy.
  • Provides professional expertise to design and manage talent programs, processes, and systems required to achieve business goals and results.
  • Collaborates with business partners and leaders to design and implement Talent Management Plans, including succession plans, leadership and individual development planning, short and long-term strategic org design, recruiting goals/objectives, and team effectiveness strategies.
