POSITION SUMMARY

The Prince Rupert Port Authority has a duty to ensure that all projects taking place within the lands and waters of its jurisdiction meet an appropriate standard of design and safety. To that end, the role of the Technical Compliance Advisor is to assist and support the technical review of projects to ensure that that standard is being met.

This position is responsible for identifying the relevant codes and standards to be applied for projects under review and leading the process to ensure they are met. After a project review is completed and the project is authorized, this position is also responsible for ensuring that any conditions of that approval are being met throughout construction and into operations.

MAJOR POSITION ACCOUNTABILITIES

  • Monitors planned and active projects within PRPA’s regulatory jurisdiction, including those executed
  • by PRPA as well as external proponents.
  • Determines the applicable codes and standards to apply to those projects to meet PRPA’s responsibility to ensure that they meet an acceptable level of safety and design.
  • Determines the required deliverables and documents to be provided by project proponents to prove compliance with the above codes and standards.
  • Reviews the required deliverables and documents to ensure they meet the applicable standards and codes.
  • Identifies the additional expertise and resources, both internal and external, necessary to assist and work within a team to complete the above tasks.
  • Lead procurement process for obtaining external resources (consultants and vendors) and subsequently oversees their work and performance.
  • Oversees the system for tracking the progress of projects to ensure that the appropriate deliverables have been provided at appropriate project milestones.
  • Assist PRPA’s Commercial and Regulatory Affair department with preparing Port Authority Operations Regulation (PAOR) authorizations.
  • After the issuance of the PAOR authorization to a proponent, monitor for compliance with the conditions of the authorization, some of which may be operational conditions that continue beyond the completion of the project
  • Ensures that project documentation and all due diligence records including monitoring/compliance activities are maintained.
  • Participates on multi-disciplinary teams with other Port staff in furthering project developments and tenant oversight.
  • Performs other duties as directed by the Director, Project Services.

JOB SPECIFICATIONS

Education and experience

  • University Degree in relevant engineering discipline.
  • Professional Engineer (P.Eng.), Engineer in Training (EIT) or engineer eligible for registration with Engineers and Geoscientists BC.
  • Technologists with suitable experience will also be considered.
  • 3 to 5 years’ related experience.

  • Demonstrated ability to manage multiple projects concurrently and to effectively handle changing priorities.
  • Enthusiastic and self-motivated. Works well individually as well as in a team environment.
  • Possess valid Class 5 Driver’s License.
  • Able to obtain security clearance under Transport Canada’s Security Clearance Program.

The starting base salary range for this role is $98,977-$123,722

Harbour Patrol Boat Captain

The Harbour Patrol Boat Captain acts as Boat Master aboard the AMWAAL, Charles Hays, and any other Harbour Patrol vessels as directed by the Harbour Master and Supervisor, Marine Operations. In addition, the incumbent supports the Port’s activities pertaining to harbour or at-sea access. 

MAJOR POSITION ACCOUNTABILITIES

  • Acts as the Master aboard PRPA Harbour Patrol vessels as directed by the Harbour Master and Supervisor, Marine Operations 
  • Conducts regular patrol of waters under PRPA’s jurisdiction and enforces rules, regulations, policies and procedures as set out in the Canada Marine Act. 
  • Ensure PRPA Harbour Patrol vessels are in good working condition through regular maintenance, cleaning and repair.  Performs minor maintenance and repair work on the vessel. 
  • Supports all PRPA activities pertaining to harbour or at-sea access including Port-sponsored tours, VIP tours, environmental assessments, project assessments, and other tasking as directed by the Harbour Master and Supervisor, Marine Operations 
  • Trains and mentors PRPA’s Gateway Operators in safe vessel operations. 
  • Ensures traffic lanes are clear of “flotsam and jetsam” to ensure safe navigation in PRPA’s jurisdiction. 
  • Provides training to qualified Gateway Operators in deckhand, engineer, and captain duties.  
  • Delivers verbal and/or written shift reports and updates as required to the Harbour Master and Supervisor, Marine Operations. 
  • Performs other duties and projects as directed or assigned. 

JOB SPECIFICATIONS

Education    

  • Valid Transport Canada 60 Ton Master Limited ticket or higher. 
  • Valid Transport Canada SVMO (Small Vessel Machinery Operator) ticket. 

Related Experience 

  • Minimum five years’ experience at-sea in the position of First Mate, Deck Hand, or Master in vessels up to 60 tons or higher. 

Other Requirements 

  • Good verbal communications skills. 
  • Able to effectively train others and develop their skills and capabilities. 
  • Superior judgment and tact in dealing with members of the public, guests or visitors on the vessel. 
  • Able and willing to be involved in minor “hands-on” repair and maintenance work on the vessel. 
  • Physically able to do heavy lifting, pulling heavy objects, and climbing on and off vessel. 
  • Able to work calmly under high pressure emergency situations. 
  • Comfortable to operate a vessel at night or in periods of restricted visibility. 
  • Self-directed individual who can work well independently as well as in a team. 
  • Able to obtain a valid Marine Medical Certificate from Transport Canada. 
  • Able to obtain security clearance under Transport Canada’s Security Clearance. 
  • Possess valid Class 5 BC Driver’s Licence and be willing to provide a Drivers Abstract. 


The starting base salary range for this role is $92,539 – $115,674
