Senior Project Development Specialist
POSITION SUMMARY
Reporting to the Director, Project Services, the Senior Project Development Specialist is primarily accountable for assisting Port tenants, industrial partners and other project proponents in regards to projects within Port lands and waters, while ensuring that these projects align with the Ports interests and strategic direction.
To that end, the Senior Project Development Specialist will liaise with these parties and assist them with their project development and execution, helping them identify obstacles and constraints and assist proponents with addressing them.
The Senior Project Development Specialist will also review proponentâs project plans to ensure they do not conflict with the Portâs land use plans and other commercial and/or strategic interests. Collaborating with the Portâs regulatory team, the Senior Project Development Specialist will assist proponents with understanding the Portâs regulatory requirements and help them incorporate those regulatory requirements into their project plans.
The Senior Project Development Specialist will also be required to lead the development and execution of Port lead projects, either in service of supporting external projects or alternatively other Port initiatives.
MAJOR POSITION ACCOUNTABILITIES
- Manages the planning and implementation of projects.
- Develops project specific plans, reviews plans proposed by external proponents on Port property and recommends the approval, rejection or modification of such plans.
- Uses his / her expertise, knowledge and in-house experience to facilitate an effective and sound definition of project scopes, goals and deliverables.
- Liaises with, and involves tenants and stakeholders, including Indigenous Communities in the development of project scopes, goals and deliverables.
- Coordinate internal resources (including both not limited to engineering, operations and asset management) to conduct said reviews of external project plans.
- Prepares scopes of work, tender documents as well as draft board submissions. Assists with contracts and contract negotiations.
- Participates in the tendering process including evaluation of biddersâ technical qualifications as well as the awarding of work to the winning bidder.
- Manages internal and external projectâs staff, including consultants and sub-contractors as well as project resources allocations.
- Provides direction, assistance and support to the project team.
- Monitors implementation of capital projects and ensures compliance with design, cost, and schedule.
- Monitors completion of projects progress inspections.
- Manages implementation of project changes and intervenes to achieve project milestones or outputs.
- Manages projects budgets and corresponding change orders.
- Plans and schedules project timelines as well as prepares reports defining project progress, problems and solutions.
- Tracks project deliverables using appropriate tools, including internal project stage-gating documentation.
- Ensures quality delivery of projects.
- Leads project evaluations and validations of results against design specifications and suggests corrections.
- Leads final acceptance of projects.
- Ensures that project documentation and updated record drawings are filed following PRPAâs protocol.
- Ensures that all technical information relating new installed and acquired assets is entered into the preventive maintenance software following PRPAâs protocol (i.e. manufacturer, capital cost, specifications, preventive maintenance schedule etc.).
- Ensures that maintenance personnel are provided with the appropriate training on operating and maintaining new assets through the original contractual agreements.
- Ensures that safe work practices are being followed during the implementation of projects.
- Continues his / her professional development by keeping abreast with new technologies, methodologies, processes and technical information relating to port infrastructure, equipment and systems.
- Assists with the implementation of new technologies and methodologies as well as continuous processes improvements.
- Performs any other duties as directed by the Director, Project Services.
JOB SPECIFICATIONS
Formal Education
- University Degree in relevant engineering discipline.
- Professional Engineer (P.Eng.), Engineer in Training (EIT) or engineer eligible for registration with Engineers and Geoscientists BC.
- Engineering technologists with suitable experience will also be considered.
Related Experience
- 5 to 7 yearsâ related experience in industry.

Harbour Patrol Boat Captain
POSITION SUMMARY
The Harbour Patrol Boat Captain acts as Boat Master aboard the AMWAAL, Charles Hays, and any other Harbour Patrol vessels as directed by the Harbour Master and Supervisor, Marine Operations. The incumbent patrols the waters under PRPAâs jurisdiction, enforcing regulations, and policies and procedures as set out in the Canada Marine Act. In addition, the incumbent supports the Portâs activities pertaining to harbour or at-sea access.Â
MAJOR POSITION ACCOUNTABILITIES
- Acts as the Master aboard PRPA Harbour Patrol vessels as directed by the Harbour Master and Supervisor, Marine OperationsÂ
- Conducts regular patrol of waters under PRPAâs jurisdiction and enforces rules, regulations, policies and procedures as set out in the Canada Marine Act.Â
- Ensure PRPA Harbour Patrol vessels are in good working condition through regular maintenance, cleaning and repair.  Performs minor maintenance and repair work on the vessel.Â
- Supports all PRPA activities pertaining to harbour or at-sea access including Port-sponsored tours, VIP tours, environmental assessments, project assessments, and other tasking as directed by the Harbour Master and Supervisor, Marine OperationsÂ
- Trains and mentors PRPAâs Gateway Operators in safe vessel operations.Â
- Ensures traffic lanes are clear of âflotsam and jetsamâ to ensure safe navigation in PRPAâs jurisdiction.Â
- Provides training to qualified Gateway Operators in deckhand, engineer, and captain duties. Â
- Delivers verbal and/or written shift reports and updates as required to the Harbour Master and Supervisor, Marine Operations.Â

Education

Account Manager
POSITION SUMMARY
Reporting to the Manager of Marketing, the Account Manager plays a forward-facing role by engaging with our customers and supply chain service providers in the container industry. This role involves working alongside our terminal operators and supply chain partners and serves as the primary point of contact for customers utilizing the Prince Rupert Gateway.
The account manager’s primary focus is on the Port’s intermodal customers. By engaging with customers and supply chain partners, the Account Manager is pivotal in driving volume growth and diversification to maximize the port’s potential as a competitive gateway.
MAJOR POSITION ACCOUNTABILITIES
- Leads direct engagement with intermodal importers and exporters, driving a deeper understanding of the value proposition of the Prince Rupert Gateway with Canadian and US customers in order to drive container volume while product diversification.
- Involves in all stages of planning, preparation and execution of marketing tactics focused on direct customer engagement. This may present itself through webinars, customer outreach, event attendance and participation throughout North America.
- Executes PRPAâs Marketing Strategy broadening awareness of the Prince Rupert value proposition, current and expected supply chain performance with the goal of driving business through the Prince Rupert Gateway. This position will enable product diversification and support the future growth of the intermodal industry in Prince Rupert.
- Supports improved strategies for new business development, including prospecting, cold calling, and sales pipeline management. Stewards customer relationship management from initial engagement to follow-up, handles shipper inquiries, requests, and facilitates introductions through our supply chain partners.
- Proactively addresses any potential service issues with the Manager, Trade Development, and operational partners to ensure that Gateway users are experiencing a high degree of satisfaction.
- Responsible for identifying and pursuing opportunities for growth with new and existing customers. The position asks gateway users pertinent questions to develop an understanding of their supply chains and stay abreast of competitive developments in the customersâ markets.
- Represents the Port at various meetings, conferences, seminars and other functions, providing management with a record of the proceedings, outcomes and opportunities.

Reporting to the Manager of Marketing, the Market Development Associate focuses on supporting PRPAâs understanding and development of end-to-end supply chains for all lines of business. Working with Business Intelligence and Operations, this position enhances PRPAâs understanding of competitiveness, performance, and market opportunities by sector. The position also aims to develop and improve understanding of end-to-end supply chains and their impact on the Port of Prince Rupert to drive business through the Port.
MAJOR POSITION ACCOUNTABILITIES
- Continuously monitors and analyzes end-to-end supply chains across all lines of business and related commodities, assessing current and future trends. Identify key issues, emerging opportunities, and potential implications for the Port.
- Evaluate the Portâs competitiveness in the market by sector. Identify areas for improvement and implement tactics from the Marketing Plan in collaboration with the broader team to strengthen our overall competitiveness.
