Security Administration Coordinator (6-Month Term)


POSITION SUMMARY

The Security Administration Coordinator (6-Month Term) is responsible for the management of all security credentialing for persons working on/at marine facilities within the Gateway of Prince Rupert. The position monitors Transport Canada’s TSC enrollment site for those seeking all levels of Transport Canada Security Clearance (TSC) including Level II Secret Clearance. Responsibilities include the management of all port passes and keys accessing PRPA properties and assets, including buildings, gates, equipment, and restricted areas.

This is a 6-month term and on-site position. 

MAJOR POSITION ACCOUNTABILITIES

  • Port Pass Issuance and Administration: provide direction to stakeholder inquires and requests in obtaining port passes, ensuring all entities requesting information are verified as port users prior to allocation of access. Monitor all active port pass holder expiry and renewal dates.
  • Conduct interviews and investigations confirming validity of access to terminals, R2 restricted areas and access roads. Provide secure control of all keys and visitor passes for PRPA assets/properties and maintain records of all movement (issued/returned).
  • Schedule all appointments for those seeking clearance associated with the Transport Canada Security Clearance program (TSC). Take digital photographs and fingerprints utilizing TC’s “live scan” technology, ensure all supporting documentation pertaining to each application is in accordance with TC requirements prior to submission to Ottawa. Attend and participate in the National Quarterly Enrollment Site Meetings hosted by Transport Canada.
  • Monitor TC emails for TSC approvals/refusals, amendments as well as notice to renew notifications. Work with internal and external stakeholders to ensure TSC holders are notified well in advance of expiry dates.
  • Process background security checks for all new PRPA employees.
  • Provide administrative management of the Access Control Management (ACM) System. Develop and monitor access groups/roles within it and assign appropriate and authorized access to them.
  • Process invoices and collect payment for cash paying port users, ensure month end port pass billing (cash and account) is complete and submitted to PRPA’s Finance Department.
  • Programming and administration of alarm codes for all intrusion panels for PRPA assets and buildings.
  • Conduct annual ISO 28000 Supply Chain Security Management audits on contractor access, R2 Access, TSC Certification and Identity Summary Reports.
  • Management of the electronic key management system (Traka), including programming, data management, additions, and deletions. Provide administrative relief for the DATS (Digital Action Tracking System) software.
  • Develop and maintain effective relationships with port tenants, stakeholders, emergency responders with a key focus on ILWU membership.
  • Provide regular and ongoing credentialing training to designated PRPA staff to ensure there is always relief capacity available to provide service in the absence of the Security Credentialing Coordinator.

The starting base salary range for this role is $74,092 – $92,615

  • Acts as the Master aboard PRPA Harbour Patrol vessels as directed by the Harbour Master and Supervisor, Marine Operations 
  • Conducts regular patrol of waters under PRPA’s jurisdiction and enforces rules, regulations, policies and procedures as set out in the Canada Marine Act. 
  • Ensure PRPA Harbour Patrol vessels are in good working condition through regular maintenance, cleaning and repair.  Performs minor maintenance and repair work on the vessel. 
  • Supports all PRPA activities pertaining to harbour or at-sea access including Port-sponsored tours, VIP tours, environmental assessments, project assessments, and other tasking as directed by the Harbour Master and Supervisor, Marine Operations 
  • Trains and mentors PRPA’s Gateway Operators in safe vessel operations. 
  • Ensures traffic lanes are clear of “flotsam and jetsam” to ensure safe navigation in PRPA’s jurisdiction. 
  • Provides training to qualified Gateway Operators in deckhand, engineer, and captain duties.  
  • Delivers verbal and/or written shift reports and updates as required to the Harbour Master and Supervisor, Marine Operations. 
  • Performs other duties and projects as directed or assigned. 

JOB SPECIFICATIONS

Education    

  • Valid Transport Canada 60 Ton Master Limited ticket or higher. 
  • Valid Transport Canada SVMO (Small Vessel Machinery Operator) ticket. 

Related Experience 

  • Minimum five years’ experience at-sea in the position of First Mate, Deck Hand, or Master in vessels up to 60 tons or higher. 

Other Requirements 

  • Good verbal communications skills. 
  • Able to effectively train others and develop their skills and capabilities. 
  • Superior judgment and tact in dealing with members of the public, guests or visitors on the vessel. 
  • Able and willing to be involved in minor “hands-on” repair and maintenance work on the vessel. 
  • Physically able to do heavy lifting, pulling heavy objects, and climbing on and off vessel. 
  • Able to work calmly under high pressure emergency situations. 
  • Comfortable to operate a vessel at night or in periods of restricted visibility. 
  • Self-directed individual who can work well independently as well as in a team. 
  • Able to obtain a valid Marine Medical Certificate from Transport Canada. 
  • Able to obtain security clearance under Transport Canada’s Security Clearance. 
  • Possess valid Class 5 BC Driver’s Licence and be willing to provide a Drivers Abstract. 


The starting base salary range for this role is $92,539 – $115,674

POSITION SUMMARY

Reporting to the Manager of Marketing, the Account Manager plays a forward-facing role by engaging with our customers and supply chain service providers in the container industry. This role involves working alongside our terminal operators and supply chain partners and serves as the primary point of contact for customers utilizing the Prince Rupert Gateway.

The account manager’s primary focus is on the Port’s intermodal customers. By engaging with customers and supply chain partners, the Account Manager is pivotal in driving volume growth and diversification to maximize the port’s potential as a competitive gateway.

MAJOR POSITION ACCOUNTABILITIES

  • Leads direct engagement with intermodal importers and exporters, driving a deeper understanding of the value proposition of the Prince Rupert Gateway with Canadian and US customers in order to drive container volume while product diversification.
  • Involves in all stages of planning, preparation and execution of marketing tactics focused on direct customer engagement. This may present itself through webinars, customer outreach, event attendance and participation throughout North America.  
  • Executes PRPA’s Marketing Strategy broadening awareness of the Prince Rupert value proposition, current and expected supply chain performance with the goal of driving business through the Prince Rupert Gateway. This position will enable product diversification and support the future growth of the intermodal industry in Prince Rupert.
  • Supports improved strategies for new business development, including prospecting, cold calling, and sales pipeline management. Stewards customer relationship management from initial engagement to follow-up, handles shipper inquiries, requests, and facilitates introductions through our supply chain partners.
  • Proactively addresses any potential service issues with the Manager, Trade Development, and operational partners to ensure that Gateway users are experiencing a high degree of satisfaction. 
  • Responsible for identifying and pursuing opportunities for growth with new and existing customers. The position asks gateway users pertinent questions to develop an understanding of their supply chains and stay abreast of competitive developments in the customers’ markets.   
  • Represents the Port at various meetings, conferences, seminars and other functions, providing management with a record of the proceedings, outcomes and opportunities.
  • Performs other related duties as required.

JOB SPECIFICATIONS

Formal Education

  • Bachelor’s degree, preferably in Business Administration or Commerce with an emphasis on marketing.

Related Experience

  • 3 to 5 years’ of related experience.
  • Experience in managing a portfolio of customer relationships.
  • Supply chain, sales and/or business development experience is considered an asset.
