Gateway Operator


POSITION SUMMARY

Reporting to the Manager, Safety & Security & the Manager, Marine Operations, the Gateway Operator is responsible for the daily monitoring, reporting and operation of the PRPA Gateway. The Gateway Operator conducts marine, security and road/rail operations duties with support and guidance from the Manager, Marine Operations & Manager, Safety & Security. The Gateway Operator is also responsible for various administrative tasks such as permit approvals, declarations of security, and the management of the harbour schedule.

MAJOR POSITION ACCOUNTABILITIES

1. Maintains awareness of all marine activity via radar, AIS, cameras and internet tools.

2. Ensures that procedures for transportation and storage of dangerous goods and explosives within port limits are maintained and monitors compliance with such procedures.

3. Ensures continuous monitoring of vessel movements within the Port, including the assigning of berths and anchorages.

4. Assists in the smooth & efficient turn-around of all vessels calling on the Port by working closely with shipping agents, and all Federal, and local partners.

5. Approves all gateway operations permits such as dangerous goods, dive, hot work, and paint.

6. Monitors and maintains access control and security through the gateway via PRPA security systems and related hardware.

7. Monitors VHF traffic works closely with Marine Communications & Traffic Services for timely response to marine related emergencies.

8. Acts as a deckhand onboard PRPA vessels as directed by the Supervisor, Marine Operations.

9. Supports PRPA activities pertaining to harbour or at-sea access including Port-sponsored tours, environmental assessments, projects assessments or others as directed.

10. Responsible for all daily reports, incident reporting and communication to Gateway Operations Management.

11. Administration of Operational Dashboards, tables, graphs, analytics and other reports to stakeholders and partners.

12. Responsible for the initiation of the Incident Command process for safety, emergency, marine and security related incidents. This position would play the role of first responder to any safety or security incidences effecting port operations.

13. Administration of Klein Port Information Management software, and Avigilon Control Management (ACM) and Avigilon Control Centre (ACC) cameras and card access software.

14. Provides cruise ship operations support on behalf of Gateway Operations. Duties such as ordering lines, security interfacing with declaration of security, staffing Securiguard personnel, signage and requests for water.

15. Assists in management of Securiguard contractor personnel, day to day operations, cruise ship operations and extra coverage.

16. Responsible for training and support of the Securiguard contractor personnel.

17. Performs other duties and projects as directed or assigned.

WORKING CONDITIONS

路 Shift work rotation, 12 hours in length, 1 week on, 1 week off

路 Nightshift/Graveyard shifts during rotation

The incumbent ensures the smooth and efficient turn-around of all vessels calling on the Port by close co-ordination with shipping agents, terminal operators, Pacific Pilotage Authority (PPA), BC Coast Pilots (BCCP), and local agencies. The Harbour Master is responsible for all the waters of Prince Rupert Harbour as detailed in Schedule A of the Letters Patent for the Prince Rupert Port Authority (PRPA).   

MAJOR POSITION ACCOUNTABILITIES 

  • Responsible for the Port’s safe, orderly and efficient marine operations through adherence to prescribed orders and standards, and conventional operating procedures.  Maintains continuous monitoring of vessel movements within the Port to include the assigning of berths and anchorages. Ensures the smooth and efficient turn-around of all vessels calling on the Port through close co-ordination with shipping agents, and all Federal, Provincial, and local agencies.
  • Develops Marine Operations standard operating procedures and policies to continuously improve the efficiency and safety of marine and marine related operations. Ensures compliance with the Canada Marine Act, Canada Port Authority Operating Regulations and the Port Authority鈥檚 Practices and Procedures. Maintains and updates the Port Information Guide and Port Sections Guide which contains the Port鈥檚 approved marine practices and procedures.
  • Advises the VP, Operations, Planning & Infrastructure on marine matters to ensure that current and planned Port developments are efficient and safe, and in compliance with marine and navigational conventions. Provides support to the organization in accomplishing objectives through advice on marine and facility operational matters, special projects and the development and updating of the Port鈥檚 strategic plans and budgets.
  • Ensures continuous improvement and awareness of marine operations within Prince Rupert Harbour and its approaches by building, maintaining and leveraging relationships with local First Nation marine teams; PPA; BCCP; BC Chamber of Shipping (BC COS); Shipping Federation of Canada; TC Marine Safety; DND/MSOC(W); CCG Pacific AC/Ops/Nav Programs, VOC, SAR, ER, MCTS; RCMSAR; Canadian Hydrographic Services; SAAM Towage; Seaspan, WCMRC; CBSA, DFO; Port Edward Harbour Authority; in-port bunker suppliers; and BC Ferries. Represents PRPA marine interests at the National CMAC; Pacific Regional CMAC; PACMAR/NANS; Western Marine Community Coalition; Western Marine Advisory Board; Western Region e-Navigation Sub-Committee; and the BC COS Northern Committee.
  • Co-chairs the Port鈥檚 Gateway Operations Committee and uses the platform to build trust and partnership amongst the marine operators of the Port through sharing of knowledge and teaching of best operational practices.
  • Is responsible for all vessels belonging to PRPA and provides oversight of the Authority鈥檚 boat crews. Provides shared oversight of the Port Security Operations Centre (PSOC) and PSOC staff. Within PSOC maintains full responsibility for marine operations and team effectiveness.
  • Remains on-call after regular office hours to respond to Port Marine Operations requirements and/or emergency callouts and serves as rotational Director of PRPA鈥檚 Emergency Operations Centre.
  • Supports the Port鈥檚 environmental stewardship program to include monitoring vessel and tenant compliance of environmental policies.
  • Manages the Port鈥檚 tide, current and marine meteorological equipment and eNavigation initiatives.
  • Ensures that procedures for the transportation and storage of dangerous goods and explosives within Port limits are maintained, and monitors compliance with such procedures.
  • Provides oversight for operational performance planning and tracking through key performance indicators for harbour and vessel operations. Maintains historical information and statistics on the movement and location of vessels and dangerous goods within Port limits, reporting on significant trends.
  • Develops a Port Marine Operations budget for approval and, when approved, monitors and controls expenditures for marine operations.
  • Assigns, reviews and recommends prepared specifications, tenders, and submissions for approval as required for marine operations-related capital improvement of Port facilities, in compliance with Port policy. Provides technical assistance, and supervision, as required, on Capital Works projects undertaken by PRPA.
  • Performs other miscellaneous duties as directed and assigned.

WORKING CONDITIONS

  • Divides works between an office environment and in the field (outdoors, on, in and around all Port-related property).
  • Regular, Full-Time position (37.5 hours per week). Regular working hours are Mondays to Fridays, 8:00 AM to 4:30 PM with 1-hour unpaid lunch break .
  • On call after office hours 24/7 for marine operations incidents and/or marine-related emergencies.
  • Physical efforts needed: climbing ladders, lifting or pulling heavy objects.
  • Some exposure to dirt, oil, noise, wet weather, and cold temperature.

  • Ability to obtain certificates related to Enforcement Officer and a Transportation Security Clearance

POSITION SUMMARY

Reporting to the Director, Gateway Operations & Planning the Manager, Supply Chain Optimization is responsible for managing and enhancing supply chain efficiency and sustainability in the Port of Prince Rupert.

The Manager, Supply Chain Optimization understands business needs across marine, road, and rail sectors and delivers creative solutions to complex challenges. This position effectively manages strategic optimization projects involving cross-functional teams of both technical and operational resources.  Through performance analytics, management of digitalization and data sharing initiatives, and close collaboration with internal and external stakeholders, the Manager, Supply Chain Optimization drives innovation throughout the Gateway and across the supply chain. 

MAJOR POSITION ACCOUNTABILITIES

  1. Responsible for implementing supply chain optimization initiatives to strengthen competitive advantage, increase operational efficiency, drive trade, and promote sustainability in the Port of Prince Rupert.
  2. Identifies business needs and data requirements in support of optimization initiatives.
  3. A key contributor to the development and implementation of the Port鈥檚 optimization strategies.
  4. Participates in the development of departmental strategic planning and responsible for the implementation of initiatives designed to further supply chain optimization.
  5. Works collaboratively with PRPA鈥檚 technical team to plan, develop, and implement digitalization initiatives.
  6. Adheres to PRPA鈥檚 project management and procurement guidelines, including stage gating processes.

  11. Identifies opportunities for process improvements within port operations and supply chain logistics, and initiates proposals and projects accordingly.
  12. Promotes and manages operational sustainability initiatives to further PRPA鈥檚 role as an industry leader in environmental stewardship.
  13. Manages external service providers, contractors and consultants in providing products, services and support to optimization initiatives.
