The Opportunity

Reporting to the Vice-President, Commercial & Regulatory Affairs, the Director, Regulatory Compliance is responsible for providing leadership and strategic regulatory oversight for PRPA and third party projects, ensuring that the applicable requirements and standards are met and all conditions are adhered to, and for the development and implementation of programs and processes to ensure PRPA’s regulatory compliance under applicable legislation including the Canada Marine Act and its regulations,  the Impact Assessment Act, Official Languages Act, Access to Information Act, Privacy Act, and others as required.

Accountabilities and Responsibilities

  • Has expertise and authoritative knowledge of applicable legislation, policies, and regulatory obligations impacting PRPA, including the Canada Marine Act, the Port Authorities Management Regulations, the Port Authority Operations Regulations, Prince Rupert Port Authority Letters Patent, Impact Assessment Act, Official Languages Act, Access to Information Act, Privacy Act, Prince Rupert Port Authority By-Laws, and others as required;
  • Develops and implements effective regulatory compliance programs and proactively audits regulatory compliance processes, practices, and documents related to our project review and authorization process, access to information, privacy, official languages and other regulatory obligations as required;
  • Develops, arranges, and presents training programs and materials, including policies, manuals, and guidelines to train and educate PRPA employees regarding PRPA’s regulatory obligations in order to continually reduce risk of non-compliance;
  • Leads the Project Review and Authorization process, liaises with other departments as required to develop and prepare all PAOR authorizations, and act as chair of the Project Review Committee;
  • Participates on multiple project teams and acts as the regulatory lead to ensure that activities are conducted in compliance with relevant laws, regulations, and guidance;
  • Provides advice and guidance to project teams on the interpretation and application of relevant regulatory requirements and review processes;
  • Ensures compliance by PRPA and third parties of PAOR authorizations and other regulatory authorizations as required, tracks performance, changes or amendments and identifies and manages risks of non-compliance;
  • Ensures PRPA’s compliance with the Privacy Act, conduct Privacy Impact Assessments as required, monitor for compliance, responds to requests and complaints from the public and other government agencies, completes required reporting, and supports the organization in meeting its privacy requirements;
  • Ensures PRPA’s compliance with the Access to Information Act, complete required reporting, responds to access to information requests and complaints from the public and other government agencies, and supports the organization in meeting its access to information requirements;
  • Ensures PRPA’s compliance with the Official Languages Act, complete required reporting, responds to complaints, liaises with the communications department to develop and implement an Official Languages strategy, and supports the organization in meeting its Official Languages requirements;
  • Ensures that PRPA’s policies, procedures and practices are in compliance with appropriate regulatory requirements;
  • Monitors changes to legislation, case law, guidelines and policies that impact PRPA’s regulatory obligations, provides assessments of the impact of new and changing regulations to PRPA’s business, and ensures awareness of such changes to the specific departments impacted and across the organization as required;
  • Liaises with other departments and provides expertise and support to the development and implementation of corporate policies and procedures to ensure regulatory requirements are met;
  • Responds to requests for input and feedback regarding proposed legislative or policy changes related to Canada Marine Act, the Port Authority Operations Regulations, the Impact Assessment Act, Official Languages Act, Access to Information Act, Privacy Act, and others as required;
  • Accountable for budget tracking and forecasting;
  • Provides inputs into the development of the organizations strategic plan;
  • Prepares submissions and presentations for the Board of Directors;
  • Completes projects and other research assignments at the direction of the Vice-President; and
  • Performs other duties as assigned by the Vice-President, Commercial & Regulatory Affairs

Candidate Profile

Experience

  • Regulatory compliance professional, preferably with experience in legal, marine, natural resources, construction, and/or engineering industries.
  • Experience or understanding of developing and implementing regulatory compliance programs.
  • Knowledge of applicable legislation including: the Canada Marine Act, the Port Authority Operations Regulations, the Impact Assessment Act, Official Languages Act, Access to Information Act, Privacy Act, and experience in legislative review and implementation
  • Experience with or understanding of Indigenous consultation and accommodation
  • Ability to interact with external business partners and Regulatory Agencies.
  • Able to foster collaborative relationships with stakeholders.
  • Bachelor’s degree in Law, Engineering, or a related discipline, or equivalent experience in a regulatory compliance role.

POSITION SUMMARY

Reporting to the Vice President, Public Affairs & Sustainability, the Administrative Assistant provides executive assistant functions and administrative support for the department.

MAJOR POSITION ACCOUNTABILITIES

  1. Maintains the Department’s office records management system and coordinates the organization of the Department’s records.
  2. Maintains a department administrative tracking system for expense claims, business travel, and staff schedules.
  3. Coordinates accommodating visiting delegations to the Port of Prince Rupert, including supporting itinerary development and travel logistics for the department.
  4. Coordinates business meetings, luncheons and other special functions.
  5. Supports the Public Affairs and Sustainability Department travel needs.  Schedules hotel/flight accommodations & procures necessary documentation such as registration, passport and payment process all expense reports.
  6. Provides support services (including coordinating management reporting, budget reporting, coordinating conference and video conference calls, coordinating and scheduling meetings and composing a record of meeting deliberations etc.)  in support of department activities.
  7. Supports coordination of public affairs programs including community information forums, requests for donations and community investment fund applications, and other public engagement initiatives.
  8. Ensures that the department’s Customer Relationship Management database is updated to track communication and engagement with key stakeholders.
  9. Responsible as point of contact for Public Affairs and Sustainability Department in responding to information requests and directing queries to appropriate program leads.
  10. Provides administrative support (including preparing correspondences and undertaking research assignments) to all staff in the Department.
  11. Participates in community and public engagement initiatives and events as a member of the Public Affairs team, as required.
  12. Serves as a host at the Port Interpretive Centre, welcoming visitors and answering inquiries related to the port and community, as required.
  13. Provides administrative support to other departments, as required.
  14. Performs other executive assistant functions as directed by the Vice President.

WORKING CONDITIONS

  • Works predominately in an office environment.
  • Regular, full-time position (37.5 hours per week). Regular working hours are Mondays to Fridays, 8:00 AM to 4:30 PM, with 1 hour lunch break (unpaid).
  • Working hours may be varied at times to meet operational needs.

Minimum five years related experience.
